Is a Clean Air Zone the same as a Low Emission Zone (LEZ) or ULEZ?⌄
They are the same idea under different names. England's charging schemes are called Clean Air Zones (CAZ); Scotland's — Aberdeen, Dundee, Edinburgh and Glasgow — are Low Emission Zones (LEZ); London's is the Ultra Low Emission Zone (ULEZ); and Oxford runs a Zero Emission Zone (ZEZ) pilot. All charge (or fine) vehicles that don't meet a minimum emissions standard, so a search for a city's "ULEZ", "LEZ" or "clean air zone" points to the same local scheme.
Are Clean Air Zones the same as a congestion charge or clean air tax?⌄
No. A congestion charge applies to every vehicle for entering a busy area, regardless of how clean it is. A Clean Air Zone, LEZ or ULEZ only charges vehicles that don't meet its emissions standard — compliant petrol, diesel and all electric cars pay nothing. They're sometimes nicknamed a "clean air tax" or "green zone", but they're emissions-based charges, not a flat tax on driving.
Does every UK city have a Clean Air Zone?⌄
No — not every city charges for emissions. Manchester's planned Clean Air Zone was cancelled, and cities including Cardiff, Nottingham and York don't currently operate a private-car charging zone. If a city isn't listed above, check its local council's website before assuming a charge applies.
